Don Frey

Mr. Frey serves as Chairperson of the California Commissioning Collaborative Advisory Council. He has been involved in business management; project management; engineering; and building energy-related research, design, and development for more than 29 years. He is a registered professional engineer in Colorado and Tennessee. In 1982 he co-founded Architectural Energy Corporation, where he is currently Executive Vice President. His professional career has focused on improving building energy performance. His work has included developing and applying innovative building performance evaluation techniques, participating in product development and assessment projects, and conducting field demonstrations. He is currently working on research and demonstration projects with government organizations, utility companies, and private industry clients.
Greydon Hicks

Greydon Hicks has been with Pacific Gas and Electric for 31 years. During that time he has held leadership positions in substation and power plant construction and maintenance, PURPA compliance, third party interconnections, load management, energy efficiency and conservation, rates and tariffs, new products and services development and implementation, customer electric and gas services, and customer account services. As Senior Manager for PG&E's Customer Energy Efficiency - Targeted Markets Programs, Mr. Hicks helps deliver both prescriptive and customized energy and demand solutions to PG&E's mid to large customers. PG&E's Targeted Markets Programs are delivered through customer market segments including Ag/Food Processing, Industry/Fabrication, High Tech, Retail, Lodging, Hospitality, Medical, Schools and Residential Developers. Mr. Hicks has a degree in electrical engineering from California State University Fresno and a degree in project management from UC Berkeley.
Jim Parks

Mr. Parks was responsible for developing the Sacramento Municipal Utility District's (SMUD) retrocommissioning program in 1999. He has been an active member of the California Commissioning Collaborative since its inception and currently serves as President and Treasurer. Mr. Parks has worked as an electrical engineer, Energy Specialist, and as a planning supervisor, responsible for developing SMUD's energy efficiency programs. He currently supervises SMUD's Energy Efficiency and Customer Research and Development group. This group is responsible for energy efficiency and transportation research and development activities and promoting emerging technologies.
Bill Pennington

For the past 26 years Mr. Pennington has held management roles related to the development and implementation of California's Building Energy Efficiency Standards (Title 24) and Appliance Energy Efficiency Standards (Title 20). For 5 of those years, he was advisor to the "Scientist" Commissioner at the Energy Commission, and provided advice to all Commissioners on energy efficiency issues. In addition to leading the standards work at the Commission, he currently oversees the development of a Report to the Legislature on how to improve the energy efficiency in existing California residential and nonresidential buildings in response to Assembly Bill 549 (Statutes of 2001). He has served on the ASHRAE 90.2 Committee on Energy Efficiency Standards for Residences, the National Home Energy Rating Systems Technical Committee, the Board of the Community Energy Efficiency Program, the Board of the National Council for the Qualification of Lighting Professionals, and currently on the California Building Standards Coordinating Council and the 2006-08 PG&E Energy Efficiency Program Advisory and Peer Review Groups. He was instrumental in the original creation of the California Commissioning Collaborative.
Chuck Poindexter

Chuck Poindexter has been with the Savings by Design (SBD) program since 1996 and has more than 28 years of experience in various capacities, including commercial energy analysis, field project management, customer relations and quality assurance manufacturing to the SBD program. Previously, he served as an energy consultant at SDG&E, conducting energy audits and helping business customers convert to energy-saving lighting and mechanical systems. In addition to his responsibilities at SDG&E, Mr. Poindexter is also an active member of the ASHRAE (American Society of Heating, Refrigeration and Air-Conditioning Engineers), San Diego Chapter, having served on the Board of Governors (2001-2005), and chairs several ASHRAE committees. He is also a member of the Illuminating Engineering Society, San Diego Chapter and has served on committees with BOMA (Building Owners and Managers Association) and the SDCCAR (San Diego County Commercial Association of Realtors).
Glenda Towns

Glenda has 27 years of experience in the electric and gas utility industries. Prior to joining Southern California Gas Company's (SoCalGas) Customer Programs organization as a program manager, she worked for Southern California Edison Company as a commercial/industrial energy efficiency manager. She is currently overseeing SoCalGas' Retrocommissioning, Continuous Energy Improvement, and Prescriptive Rebate programs for commercial and industrial customers. In recognition of her leadership skills, she is the recipient of a San Gabriel Valley Woman of Achievement Award. She graduated from California State University, Los Angeles.
Phil Welker

Phil Welker leads PECI's development of energy services and programs, and oversees management of all PECI projects and programs. Phil's background includes working as a consultant for utility and government organizations developing utility energy services business plans and marketing programs, including managing utility restructuring policy for the City of Portland. Phil has served on the Idaho staff of the Northwest Power Planning Council, and as the Director of the Idaho Office of Energy. He holds a B.A. in Economics from Boise State University.
